This button is not available in the editor if you have done any multiuser action (take turn, or just open a chalenge, etc.)
You must quit BA and re-open to have the button available again.

That always has been fairly inconvenient. If I am designing and playing turns, having to close and reopen the program is always a pain....

Thanks for the report guys - didn't know about this bug. Will try and get it fixed for BA2 at least!
