There are two major problems when i play as italy

These are in the 1939 scenario.
The first land warfare doctrine doesn't kick in when it is announced.
As well only two of the 3 starting Mechanized Infantry divisions are upgradable.
Even when fully upgraded none of them have the same strength as the starting infantry core.
