Luna 2 impactor mission gets a penalty for a lack of a Pioneer lunar flyby, even if a Luna 3 flyby was concluded properly.

This occurs even in the soviet sandbox where no pioneer is available and as a result makes the soviet sandbox pretty unplaybale atm (No lunar impactor = no lunar manned program).

Perhaps its best if this is changed to a general "must have done some form of lunar flyby" requirement?
