Dash move, enemy not reacting when ending movement

I have found some strange situations in which using the dash move on an unnoticed unit that ends up the move in a cover tile next to an enemy unit. In these cases it appears that the enemy does not react fire against it. Even other enemy units that then are able to fire do not do it. If you fire then with that unit then the enemy will react as normal.

Dash
- Infantry that have not fired in the current turn may Dash two tiles (non-diagonal) at twice the normal movement cost.
- If the unit was not visible to the enemy before dashing, it will not be reacted to by other units on the first tile of movement.
- The unit may be reacted to normally by eligible units after the second tile of movement.
- The unit is considered to have moved fast after attempting a Dash.
