Well, black screen freeze again.
Its early in the game. I'm researching just the basic R7 and the explorer.

Load the save, go to SET and click on payloads. 100% repro.
What I noticed is that via event, one of the people working on the explorer left my company "to seek a lucratice contract for a private company" or something along tehse lines. I suspect that this event is causing the bug.
