How big is 1941 SW morale drop for the Axis in 1941 in 3.0?

If I've understood, in GS 3.0 the morale drop for axis in the 1941 severe winter is 25 and max morale that can be reached is -25 (or is it -20) of normal? Also when does this morale drop occur, is it the instant an axis unit moves into the severe weather zone, or at the start of the turn? Does morale gradually get regained during severe winter up to the adjusted max morale limit (if not at max morale at the start)?

I've tried to read the manual, but it's not so easy to understand this aspect of CEAW and I'm aware the manual is not 100% accurate in some places... Thanks!

I haven't gone through the scripts in this game and it seems a bit like cheating I have noticed that by Clear Weather my Axis forces are on the move again. The hit seems to last set # of turns that lasts the entire Severe Winter Season. Haven't checked about my forces operated into the severe zones. Everything in there that does anything seems effected it's like a dead zone...Definitely the time to dig in and wait, but with good tech and enough units you should weather it

It's not a dead zone for the Russians, though, that's the problem!

If anyone's got some actual numbers and more information about the mechanics in GS 3.0, would be useful, thanks!

Weather section is 7.3 pg 234.

It describes the loss that changes (lower) as years go by. The Axis units will lose efficiency and can regain it back as usual, but can only reach a lower max until Mud and / or Clear weather.

There are various charts that helps explain how units attributes are affected.

I'm finding the charts a bit tricky to understand:

So does that mean in 1941 both the efficiency drop and max efficiency is -25 and -20 for both in 1942?

During severe winter the max efficiency by Axis units will be lowered by:
25 in 1939-1941, 20 in 1942, 15 in 1943 etc.

In additioon all Axis units inside core Russian territory will lose a one time efficiency (start of severe winter) of the above value - 5, i. e.
20 in 1939-1941, 15 in 1942, 10 in 1945, 5 in 1944

E. g. a German unit with 80 eficiency (max at 90) will at the start of the 1941 severe winter will immediately drop from 80 to 60 and can only recover to max 65 (90-25).

So the effect is a bit less than before, but the effect stays on for all turns instead of before when the Axis units got hurt hard when severe winter hit, but recovered fast if not attacked.
