Second Move-Further Clarifications Requested

Our group has been playing FoGN since it was published. Now and then some questions crop up and we discussed amongst ourselves then check with this forum.
However, recently we find ourselves divided in the following question/situation regarding second move. We used one of the following Interpretations, but upon re-reading the rules, we discussed a second interpretation. Currently, we feel a bit uneasy as to which one is correct. Please free us from our misery
Interpretation 1
1. A unit makes a simple move (first move) directly forward. Nearest enemy is 18 MU away.
2. The player wants to make a "2nd move if over 6MU from enemy throughout".
3. This 2nd move is intended to be another move forward.
4, The player spends a CP and rolls for CMT, since a "2nd move if over 6MU from enemy throughout" is a Complex Move.
5. He fails the CMT.
6. The unit cannot make the intended move.
7. This unit's moves ends for this turn.
Interpretation 2
1. A unit makes a simple move (first move) directly forward. Nearest enemy is 18 MU away.
2. The player wants to make a "2nd move if over 6MU from enemy throughout".
3. This 2nd move is intended to be another move forward.
4, The player spends a CP and rolls for CMT, since a "2nd move if over 6MU from enemy throughout" is a Complex Move.
5. He fails the CMT.
6. The unit cannot make the intended move.
7. BUT, since there is a rule which states, "If a unit or Brigade Group fails its CMT, it can still make a simple move" (pg 46), this unit CAN make that move forward (which is a "Simple Move").
Also the rules stated that if a unit fails a CMT, it cannot attempt anymore CMT. It doesn't say if the unit fails the CMT, the move is cancelled.

Which of the above interpretation is correct and why?
