Unlocking Spare Units; number of effects from tech advance

I have two questions regarding modding that I am hoping Johan or someone who knows can answer for me please:
Is it possible to somehow tap into the unused unit slots in the unit.txt file to allow creation of additional units?
Is there a practical limit (the visual limit is four) to the number of effects a tech advance can impart? In other words, if you make a certain tech advance impart six improvements to a unit, will all six take effect or only the first four that are shown in the "lab" window?
