Is it possible to edit the maps for skirmish?

No, editor only for users campaigns.

Although of course, you can set the length of each campaigns, so while not the "real deal" as far as skirmishes go, it is possible to set a mission long campaign.

Is it possible for such a "1 scenariocampaign " to have units rigth from the START or do i have always to purchase them after the start of the campaign ?

No, you should always buy unit when starting the campaign.

Ok, thank you. if i understood rigth , the maximum units for my "1 Scenariocampaigns " for the human player will be 16 ?
