Camp raiding

A question for any long time FOG gamers.How should the game mechanics work regarding camp raiding work.I assumed it normally took roughly two turns to destroy.In a recent game though i seen my opponents cav stuck for over four turns and have had it happen to myself a few times.Usually this can lead to a unit getting pounced upon and it can't do anything in reply.Now if you're in the end game phase of the game,every unit counts and having a unit(and it's usually cav) hung up can sometimes make all the difference to the final result.Is this a bug or is it specific to nearby units or what's going on elsewhere.Any thoughts anyone.
