Just a quick question - are the effects of commanders cumulative?

ie: If I have 2 commanders next 2 each other one is effectiveness 4 and the other 6 - does this potentially provide an additional effectiveness 10 to nearby troops?

AFAIK only the higher one is applied. I may be wrong though...

Yes, only highest leadership one in effect and the effect works across Sea as well
