I see MHCEAW v3.0 is currently on sale and was wondering does it have any current updates included such as convoy movements which locks up the game if playing Allies?

No it doesn't. The convoy issue only affects AI play and you need either GS v3.01 (not distributed yet) or download the hotfix from the forums to get that problem fixed.
