Cold Wars question: order of tests

Okay.
My superior, veteran guard cavalry had their lunch money taken by some average British cav. BG #1 broke in close combat; BG #2, fighting nearby, only went disrupted. Here's the thing: if outcome moves happen before tests for seeing friends break then BG #2 would pursue its opponent out of range of its less competent friends. If not, then it has to test, and--as it happened--fail, which dropped it to wavering and caused it to take the outcome move instead of the Brits.
Which sequence of events is correct?
