When do city/capital air defense factors apply

If defending in a city or capital, when do their intrinsic air defense factors apply? If I have an air unit defending in a city that is attacked by another air unit, does the defending air unit benefit from the city's/capital's air defense factors? What about any of the other intrinsic defense bonuses a city/capital has - do any of these apply e.g. the % attack penalty or the survivability bonus or do these only apply if an air unit is attacked by a ground unit? This is not clear from the manual, though I might have missed something.
I'm aware that the intrinsic air defense bonus and survivability bonus also increases with improvements in radar tech

The defense factors, air defense, survivabilty is applied to any ground units in the city hex. So it is a good bonus. It makes cities, capitols and fortresses much harder to capture as you probably noticed.
It doesn´t give air units any extra factors in air combat. On ground i am not sure, might be.

The air defense factors in a city is only used if the hex is empty or the offensive unit is doing strategic bombing. This is the flak value of the city. If you attack an air unit stationed in the city then it's the air unit air attack value that is used. Ground units have flak values too used to defend against airstrikes. These are used instead of city values.

Ahh...so the air defense value in a city is not added to the ground unit if attacked by air? But you always seem to take higher air losses when attacking a fortress or a capital city....

Ah, I see! Are any other terrain bonus used for air units defending against air attacks then? I'm assuming not, and that the only terrain effect is for supply (which translates to effectiveness) - that and, if repairing in a core hex, not losing so much experience?

The bonuses in a hex that apply to units are weather, terrain and river modifiers.

But do *all* these apply if an air unit in a hex is defending against an attack from another air unit? i.e. are air units safer in cities, capitals and fortresses or not (not taking supply effects into account)?
