vanilla bug

I have decided to play the Grand Campaign with the new 1.21 patch to look for any changes. As I approached the American scenarios there seems to be a bug when updating equipment. This first appeared in Kursk, then Moscow 43 and America East. Basically if you spend money increasing your units strength/experience up to their maximums ie 12,13,14, or 15 THEN update the unit ie a tiger 1 to a tiger 2, you loose all your strength/experience and it goes back to 10 and you have to pay for it again to get the strength/experience level up to their max. Is this a bug or part of the new design??

It isn't a bug but intended behavior. Under 1.20 rules when updating outside of the update family you are losing overstrength. See the quote from Rudankort from this thread.
Rudankort wrote: Overstrength is lost after upgrade

This one might sound harsh, but this change is closely related to the previous one. In 1.13 upgrading 10-strength or 15-strength unit costs the same, so you get 5 points of upgraded unit for free. Since OS is often considered over-powered, especially in the late game, getting it for free does not sound logical. I could adjust the rules to make OS upgrades more expensive. But instead I decided to give the player a choice: to pay less and lose OS, or to pay extra and restore it on the unit.
This states every upgrade is causing you to lose overstrength but it got changed later in the beta to only affect outside of the family upgrades.
