Can someone with the PC version post information on the effects of muddy and frozen terrain for iPad users?

Ae you looking for the effects weather (snow, rain) has on combat or the terrain effects when it is muddy/frozen? It is not completely clear to me what information you are looking for exactly?
Anyway, long overdue, I made a quick composite image of the movement/terrain library entry of the PC version, hopefully this will help a bit. I already posted a screenshot of the basic terrain properties here:

What are the two rightmost unit type icons?

The righternmost one is 'River', which is used for boats that can move along a river, the only example I know of is a Soviet gunboat which is used in the Stalingrad scenario.
The other one is 'Bridge', which is what the bridge engineers use (and the Churchill bridgelayer tank). They need a special type of movement to enable them to move onto big river hexes.

Simple way of putting it:
Muddy - approx. 1/2 movement without roads, tanks have ~1 move
Frozen - approx. 4/5 movement without roads, tanks move normal speed but use x2 fuel, rivers have no effect.

That info is great, but to be more specific, I was looking at how terrain affects combat. Do units fight differently in muddy or frozen land? Or is the only variable weather?
And as a follow up question to the terrain movement post, how do roads affect movement rate? Is it always perfect movement even in muddy conditions?

Muddy/frozen terrain has no effect on combat, but weather can affect it in various ways:
Cloudy: Combat between air and ground units uses only half their strength points when attacking (so a 10-str unit only uses 5 attacks). Air to air combat is unaffected, but air units have reduced spotting range (they can see only 1 hex).
Rain/Snow/Sandstorm: Initiative is capped at 1 (This is called 'Weather cap'). Air units can't spot or attack, ground units can only spot/see 1 hex. Bad weather also gives units a +3 Ground Defense bonus when defending against an artillery attack
And as a follow up question to the terrain movement post, how do roads affect movement rate? Is it always perfect movement even in muddy conditions?
For most movement types roads give 'perfect' movement (1 move per hex), but 'Wheeled' (Opel Blitz truck, for example) uses two points for using roads through muddy/frozen terrain.
Railroads generally cost about as much to move into as a forest, although 'Leg' and 'Alpine' (infantry on foot) use only 1, and all-terrain (for example SdKfz 232 8-rad) uses the same cost as they do for clear terrain (incl. mud/snow penalty).

Which units are the rifle symbol and which units are alpine? Also, why don't you sticky a thread of all the terrain effects, the key for unit types and their special abilities? I would like to specifically see the screenshots like you posted here without looking all over creation.
I still cannot figure out if my Gebirjagers (sp?) are alpine or not. Seems like they are, but they move through the woods pretty well. Also, if I upgrade a unit with a vehicle, can I dump the transport to go back to foot speed in rough terrain. Is that how it works? Guess I could just test all this, but . . . Bah. It's just a lot of work for all the weather when I'm not at my computer. Making my own chart would be like the old days though ...
Still! I know it is in the rules and feel like I should have access to all the rules! So until we have the full library, why not do is a favor and give us a thread with all possibly important screenshots of the library?

Gebirgsjaeger are alpine, yes.
Yes, you can 'upgrade' a unit to remove its transport. Just select the 'no transport' option and purchase it. This will strip away your old transport. For example, you can use this to remove the truck from a light howitzer, and then air transport it during the scenario, and even re-upgrade to add the truck back once it has been air-landed. It takes a few turns to arrange, but it can be useful for specific circumstances.

The problem is you have to be in a hex that allows upgrades. So you cannot dump the transport when you get near a hill or a mountain. Another problem is I think "upgrading"/truck dumping take a whole turn for the unit so doing this is usually not a valid strategy.

Yeah, I just meant a rough terrain scenario as opposed to beside a mountain. Figured High Command would not like all those abandoned trucks . . . But at the initial planning stage I might not want my Alpine guys to have trucks from the beginning just so they can move through a rough terrain map.
