Cloning Operation on Hives

I noticed something very interesting during my current game. I noticed that you can target the cloning operation on hives, which of course stimulated my sci-fi imagination. haha.

Under normal conditions, we know that the cloning operation puts a +4 growth on the hex were the city is located. We know this because soon after deploying the operation, you get a "accelerated growth discovered" notification and you can see it in the hex properties when you hover the cursor over that location. So my guess is that hives are "targetable" only because they sort of act as cities, but deploying the operation on it will only add the growth bonus to that hex which won't affect the hive or aliens in any way.

This introduces the question: Are there other city-based operations that can be targeted on hives that should be fixed too (e.g. EMP)?

I feel like id there was continued development on this game they may have made the aliens playable to some greater degree. For example, if you check out the alien units, they are armed, meaning that they have slots, with changeable options. Strangely though I couldn't figure out the code to give alien units to a starting civilization. I though Bug0 would work but it did not.
