Is a flank march allowed to arrive on a table edge with a coastline? How is this played in England?

Nothing in Flank March arrivals says you can't but coastlines are impassable to troops. I've been surprised by answers before.

In the UK flank marches are not allowed on the flank with the coastline.

Most people therefore use the coast to block a flank march on one side.
