Flight Director skill doesn't exist?

I started a new GSA career mode game and one of the two first short term goals was to develop the "Flight Director" skill on one of my mission control personnel. However, that isn't one of the listed skills :(

Its an average of all the skills. It might be one of the numbers in the boxes but I am not sure beause I still dont know what those baoxes are yet - I think one is morale and one might be intelligence so the other might be flight director skill - but I am guessing here.

Yep it is definitely the average of the 5 skills. I managed to get it but it took almost the entire time I had to get it. Very hard. Took constant training.

Just employ one more controller than you need and train him up - preferably employ someone who already has 2 or 3 stats above 90 and then it will only take 3-4 training sessions to get him trained up enough.

Yep. I would suggest you rather employ someone with one trait of 96 or so, and the rest lower, rather than 3 stats of 90. Thing is raising skill from 90 to 96 will takes about the same amount of time as raising it from 79 to 90.
