[BUG] - shortcut bar stops working

The shortcut bar at the bottomn of the screen stops working.
Steps to reproduce:
1) Launch the game
2) Go to the "R&D mission components screen"
3) Scroll up to the "program selection screen" using the back button on the left of the screen
4) Try pressing any button on the botton shortcut bar - none will be working.
Repro is 100%. To make the shortcut bar working again, one has to use again the back button on the left of the screen.
This is a new bug, I have not seen it before 0.7.12.
