i have two saves one with everything but jupiter and apollo done and one where i started from scratch.
i loaded up the everything done file went to do a mission and bam
went from 25/25/25 flight controllers to 0/4/25 flight controllers
set personnel went from 17/25/25 to 5/13/25
and astronauts went from 11/11/25 to 4/4/20
