What is it For?

If you press Enter, a window pops up with All or Player in the dropdown. What is this for?
You type messages. It is all but useless in single player because you are the only one who will see it. In multiplayer, you can chat with everyone by selecting "all" or you can select a name and "whisper" something.
It was recently pointed out, however, that there is no way of knowing if a message that was posted by another play was sent directly to you or to everyone. It just shows up on the screen with the name of the sender.
