I don't have a PC so I can't play that version of the game so I don't quite know how reform is implemented, but as I play the GC it seems like a really nice feature to have. How do I do this on the iPad?

Assuming the menu is structured the same way on IPad as on PC you need to go to the advanced tab of the game options and check the reform units checkbox. You can access the options either when starting a new campaign or after finishing a scenario in a running campaign by pressing the difficulty button on the outcome screen. Now from the next scenario on the reform units feature remains active. If you happen to lose a unit at the begin of the next scenario it will appear on your unit list with 0 strength and you need to reinforce it to full (paying it's price) to get it back. The unit will still lose all its experience but will keep the unit history, medals and heroes it had.

I don't get an outcome screen. I can view map but no actual outcome screen. And the options when starting a campaign are quite limited, FOW, etc, but no "Advanced" tab or button.

I don't have an IPad so i am not sure if the options aren't available there at all, are moved someplace or you just miss them. To eliminate the third option here a few screenshots from the PC version to show you where exactly to look. If the options aren't there then i am afraid i can't help you and you will have to wait for some IPad user to answer.
This is the option windows with the advanced tab. When you select it you should get a lot additional options:
This is the outcome screen i mean. It should appear after you finished a scenario. Press the difficulty button to access the options:

That's very kind of you to post the screenshots.
I don't have a Basic or Advanced tab, I simply see what you show under Basic as "Game Options".
My Outcome Screen has two choices at at all times: Proceed and View Battlefield.
I hope this is going to be improved; I can "live" with this game as is (it's quite terrific!) but it would be preferable to have the same opportunities as the PC version offers.

I can confirm that iPad version is missing the advanced tab.

You would think that the iPad version would be (nearly) the same as the PC version, as it is quite capable of running the game. On a 3ds for example it would make sense not to have it (a weaker system) - quite confused
- BNC (No, I don't have an ipad)

You can reform units on the iPad using the cheat code of "reform units"

I have no clue how one would access cheat codes on the iPad, and besides, it does seem kludge when it's a non-cheat on the PC.
