Africa Corp first mission question

All,
What exactly does it mean when it says surround Tobruk?
Do I have to be right next to all the units or can I leave a space (so I don't keep getting attacked from all the fortified units)?

If i remember right it is enough when you get withing a distance of two hexes from the outer defending ring. You will notice you are in the right spot because the mission objectives will change and a message windows pops up.

That answers how you trigger the message. I believe jonfpl is wondering what the message ("Tobruk is heavily fortified. We should cut it off from rest of the British forces and surround it for now. Mission objectives have changed!")
actually means. That is, what exactly are you ordered to do?
The scenario does
not check any details of
how you surround Tobruk (the number and quality of units, whether you properly screen vulnerable artillery with infantry and so on).
Thus the answer is:
the message simply means you don't need to attack Tobruk. (If you're attentive, you'll notice that when the message pops up, Tobruk is removed as a primary target (even though it was added just a few turns previous!) so you no longer need to take it to win the scenario).
Just continue advancing east, leaving Tobruk to its fate, and you'll be fine.
Edit: Surround is not spelled "surrender"
