Will the update actually just be 1.21 w/changes for iPad?
In other words, if I have update 1.21 for PC - is there any real need for the update at this time to 1.22 if I'm only playing single player campaigns vs. computer.

As far i know the only change in 1.22 to 1.21 is to allow the cross platform multiplayer option. If you play single player only then there is no change for you at all. So no you do not need to update to 1.22 if you playing single player only but on the other hand it doesn't hurt to.

If you plan to install and play any mods or modded scenarios, It would be best to update to 1.22 . Most mods released after the patch was released will run through that file, and won't run correctly on 1.21.

Sorry but i am quite sure this is wrong. As there was no changes between 1.22 and 1.21 except for the cross platform multiplayer all mods should be compatible with both versions.
