partly in terrain

In our last game we almost had an odd situation I was not sure how to resolve, but the French capitulated before Austrias movement so it never happened.
We had a situation where three French units were side by side. The middle unit was wavering and was charged by Austrian Cuirassier. They broke so now I can veer into either of the other units.
Left hand unit was small with 1 base 1/4 in rough with trees, and one base out in open. Rear bases were 1 base 1/2 in the rough with trees other base in the open. They were disordered by the rout of the middle unit. For the record the next unit behind them broke seeing the Wavering rout run within 4MU so French called it an Austrian victory.
IF the Cuirassier had gone into the French how would you resolve it? Do they count as being in the open or in cover, lose dice for being 1 cohesion lower for being in terrain or not? Cuirassier have to count as being in terrain or out in the open?
Personally I would like to see the whole in terrain thing changed to POA's or set dice loss like being partly lancers or partly uphill, instead of its current cohesion dice loss thing which makes a lot less sense to me but was a carry over from the other sets. Then you might be able to have
