Are limbered artillery subject to the same limitations as normal units when it comes to moving or can they move freely in all directions? Not sure why I think they have more freedom, as I can't see anything that suggests this in he rules. It just seems that they should have more latitude.

I would say that limbered artillery move like other units - measuring from front corners and etc.
As you say, why wouldn't they ? Anyway, why include some detailed rules about the facing of limbered artillery after limbering if the facing wasn't important for movement purposes ?

Their base should still be a standard frontage size so you should still have to measure the wheel normally. Having a frontage of one base does allow them to turn on a dime in comparison to even a small unit. I think its all good as is.

When you limber you can face in any direction as well.

Note page 36 (When an artillery unit changes formation from unlimbered to limbered...):
The model can't just go anywhere. You have four distinct options. I think I'd allow for model size however. You couldn't expect a small artillery unit to not be able to limber and face left or right (or for that matter up or down) just because the model base won't fit. But I would measure move distance from the required position.
You still need to move as a normal unit with the unit front as the part that movement is taken from.
