Is there any way of determining the diplomatic status of other factions with each other?
It would be particularly useful to know if they were killing each other while I build up
my tech instead of my military.

Open diplomacy tab, then mouse over any other factions you have met there, a popup will appear showing it's status with other factions it has met. If it is at war against someone else it will be listed as war in there in red text.
