[SUGGESTION] - overstaffing researchers

Here's a suggestion which imho would add tactical depth to research planning.
Allow 6 researchers to a given project. However, the 5th and 6th researcher will be able to operate only at 50% (or even 40%) of their efficiency due to overstaffing.
This will allow some more felxibility and more tactical choices for the player. It might be usefull to send those 2 more researchers if its a critical project that suffered some failure and needs to be put back on its feet as fast as possible. However overstaffing in the long run would obviously be detrimental, as it lowers the efficiency of the whole SET department.
The other choice here is wether to concentrate on just 1 project and overstaff it to give it that additional kick, or rather spread your resources into two or more paralel projects.
