[BALANCE] Double downgrade : a bit severe !

When more than one mission component is involved, if the step fails, all mission components are considered faulty and are downgraded. I think it is a bit too much. :o

Maybe it would be possible, on step failure, to initiate a random roll (taking the respective reliability % of the components into account, so that the less reliable will have more chances to be the culprit) to decide which component failed, then downgrade that component only.

That doesn't always work like this. Example:
I tried a moon flyby (Saturn V + Gemini spacecraft + Gemini Direct ascent module). The mission failed at countdown (yes I love when that happens). As a result ONLY the Saturn V got downgraded, with the gemini components remaining at their previous reliability.

OK then, in that case it was during the "Uncrewed Lunar Orbital Flight Test", the components involved were the "Gemini capsule" and the "Gemini lunar propulsion module". Will upload a savegame.

Mh OK in fact, it seems that the order in which the hardware is used has an importance. I still don't completely get it, but there something odd there anyway.
