When describing which generals can influence tests, does this mean
"who isnt a ally general commanding only his own troops"
or
"if the C-in-C is around, he outranks any other general in range and so his modifiers apply, even if he isnt actually as good a general (in game terms) as his subordinate, even if they may be nearer to the unit in question"
