I noticed that the Gemini Lunar Mission only require the "Two-manned orbital spacecraft" goal for all the missions. Seems there is room for improvement here. Here are a few suggestions :

Circumlunar missions

- Duration Level 1 (Necessary, medium penalty) -> Duration Level 2 (optionnal, no penalty)
- Lunar flyby (Pioneer 4) (Necessary, medium/light penalty) -> Lunar flyby and recovery (Zond 5) (optionnal, no penalty)
- Docking with an unmanned object (Gemini/Agena) (Optionnal, huge/medium penalty on the Gemini/Transtage approach & docking steps).

Lunar Orbital missions

- Duration Level 1 (Necessary, huge penalty) -> Duration Level 2 (optionnal, medium/light penalty) -> "Duration Level 3" (would be another Gemini mission) (optionnal, no penalty)
- Lunar flyby and recovery (Zond 5) (Necessary, medium penalty) -> Lunar orbit (Pioneer, Advanced Lunar Orbiter) (optionnal, no penalty)

Direct Ascent missions

- Duration Level 1 (Necessary, huge penalty) -> Duration Level 2 (optionnal, medium/light penalty) -> "Duration Level 3" (would be another Gemini mission) (optionnal, no penalty)
- Lunar flyby and recovery (Zond 5) (Necessary, medium penalty) -> Lunar orbit (Pioneer, Advanced Lunar Orbiter) (optionnal, no penalty)
- EVA (Necessary, medium penalty on Lunar EVA activities) -> EVA + Agena (optionnal, no penalty on LEVA)
- Lunar soft landing (Surveyor) (optionnal, medium penalty on descent/landing steps)

I'm all for it, as long as the base landing reliability is higher.

I mean without all those negative modifiers and concentrating just on the manned program, I still managed to reach the moon only in 1981 because of verious gemini failures. So just addign the negative modifiers to the base sucess rate as it is now, will probably make the moon gemini sandbox landing impossible in the XXth century.
