How do you create Vichy France? I have taken Paris, nothing. I then proceeded to take each city that has a VP on the continent. It has taken a while, but after each capture, it didn't give me any option to create Vichy.

I think you just have to keep attacking until the French offer an armistice and then chose whether you will select the formation of Vichy, or select fight on to destroy all French units in reach.
