"Too Many Total Games or Challenges in Progress" - Server

What does this message mean on the Multiplayer list? I get this when I attempt to start a game on my PC or iPad. Never seen that before and I have had a lot more going before now. Or is this a new "server busy" message? Which it might be, because I can't accept any challenges either. To be clear, I can receive or send pre-existing games, but cannot begin challenges or accept them. I only currently have 14 games.
