Break off at the board edge

If a bg has to break off but cannot back up 1 mu due to a board edge do the go off the board or drop a cohesion level.

Page 115 says that the battle group halts when it touches the table edge if it can move over 1 MU. With this in mind I would rule that if the distance is less than 1 MU it cannot break off and drops a level.
