I am ready to make my attack! Problem is...I can't seem to cross into their borders and when I try to lay down the heat nothing happens. Is there a force attack some way to start a war and be able to shoot my guns and storm my tanks!

Did you use the diplomatic option - declare war? If not, click on the diplomacy button. Then click on the faction to start the war with. Then click on the declare war option.

Thanks. I looked in diplomacy but missed seeing it in the list. I'm causing all kinds of discontent now! Unfortunately I should have had my anti tank weaponry researched and installed......took the main city quickly but was just as quickly thwarted. This was my first try at actualy challenging the AI beyond the critters.
