Are there any Battle Academy cheats? Such as infinite health,ammo,ap etc....

No - nothing like that, although playing on lower difficulty levels introduces additional help (such as a 50% chance to survive a kill etc). You can also create your own versions of the campaigns and then edit the stats or scripts in any way you like

How would you keep an existing scenario, but change the number of game turns only?

Copy the campaign into your local folder (as per the wiki details below) and then either (depending upon the scenrio) you would need to edit the script to change the victory conditions OR you might need to go into the editor and alter the values in the Victory Points plugin, if the designer has build the map using it.
