[Suggestion] Show money negative balance in red

Well, it is pretty straightforward : the idea is to display the predicted budget balance on the main screen in red when it is negative. There are now quite a lot of figures on the main screen (with the detailed personnel status) and IMHO it would help readability. That could be done in the PR Officer office, too.
Like, in the bottom left corner of the main screen :
$6500 -450 (the space before "-450" helps to read, too).

It would also be nice to have a Finanical Officer who oversees the expenses, and will warn you once the income slips into the negatives, and will warm you again if he/she feels you are going on an unsustainable course (Bankrupcty)

Done, it will make it into the next update (v 0.7.6).

The lady in the Public Affairs Office will fill that role. I just need to write the code for that
