I just researched to 77% and didn't get any message about winning with a science victory. Earlier, I think I saw a message stating that another faction was making lots of discoveries. Did they get the science victory first? I definitely didn't get any message stating that somebody else won.

Never mind. I realized that even though you need to get 75% of the research done, your progress percentage has to hit 100% (complete).
