Scouts and simulating Recon units

Interested in your opinions.
For my Tunisia scenarios I plan to utilize any unit specifically named a recon unit or as part of a recon parent unit (some armored cars and other vehicles, some SMG units in a recon unit) as recon capable, having their enemy unit spotting upped a bit. Scouts currently have a 4 in the squads.csv. In this mod, recon vehicles will have a 2 and recon- labelled INF type units will have 4. Scouts are a "magic solution" currently used to simulate an effect and ensure game balance. If required, I'll use them for balance, but if the oob has recon units in it, I'd rather the players use those recon units properly.
Thoughts?
