Simulating Gebirgsjägers

Reposting an altered version from the Modder's Corner to gain a wider feedback.
As I develop some Tunisia scenarios, there is a German Gebirgsjägers Regiment present at a couple of the battles. Now some of the battles are in mountainous, rough terrain, and in bad weather. The nutshell definition of them is
"The Gebirgsjäger (mountain hunter) is an elite light infantryman
trained in mountain and arctic warfare. They are proud
of their traditions and have a very high espirit de corps and
maintain good morale whether fighting in mountain or arctic
conditions, or fighting in other situations. The individual
Gebirgsjäger is fit and strong due to hard training and having
to carry much of his own equipment when campaigning."
So, on a Tactical level, we are basically talking about light Infantry. No one is getting out Pitons and scaling Escarpments in a tactical engagement.
So how to model them in BA?
My thought is give Gebirgsjäger Infantry a movement allowance similar to Scouts, or maybe a little less. All the Scouts basically are is Light Infantry, anyway. Also, how to model Gebirgsjäger Pioneer Troops (Gebirgspioneers) . They have some Engineering Functions, but were not Fully engineers per se, but they were also Light Infantry. My modeling thought is, make 'em units who can move like Scouts, can engineer some, and fight like engineers.
Powerful troops in the game system, theoretically, but that is why they were absolutely prized by German Commanders, and had a fearsome reputation on the defense
