Bug- Free French army auto and free replenish

In a recent PBEM, I have encountered a bug. The French unit will replenish to full strength when they are in transports when France is conquered and the armistice is rejected.
A French mech in my game was reduced to 4-steps but recovered to full strength when unloaded in England (it was in Portsmouth Port when the armistice was rejected). I don't have a screenshot for this, but any of you can perform this again.
It is quite critical since the Allies can let the France surrender by evacuate Paris. And the Allies will try to let the French pp to be as low as possible when surrenders:
1.repair a French fighter or Battleship when the pp is near 0
2.load as many French unit into transports as possible and move them into ports. England will receive 8pp for each by unloading them next turn.
In this situation, all the French unit in transports will become full strength when it happens. And it is a huge benefit for the allies especially when they can auto repair all the French garrisons in North Africa and retreated units from Europe continent.
