Land units attacking naval units in port

I noticed it's possible for land units to attack naval units in a port. I find this kind of strange. A typical situation is the Russian port Kronstadt adjacent to Leningrad. When the Axis get close to Leningrad they can be adjacent to the port from the south from 2 hexes and from the north from 1 hex. So it means 3 land units can attack the Russian BB there every turn. It won't take long before the BB is destroyed. Usually the land units can attack the naval units inflicting 2-3 steps without losing a step. So it's not risky to attack these naval units.
I think the only land unit that could attack the naval unit in the port should be the land unit in the city controlling the port. That means ONLY naval units in ports where the adjacent city has been lost are vulnerable to land attacks.
If that's too much work to program I think it's better to change the code so land units can't attack ports at all than allowing any land unit to attack a port.
