I had 7 Flight Controllers out of training. 4 assigned to latest X15 mission this season. I tried to schedule an Orbiting Frog mission but wasn't allowed to because it said I didn't have enough Flight Controllers.
Enclosed is an image from the Headquarters Mission config showing the message and one from Flight Controllers Center Assignments showing the three unassigned FCs. Also enclosed is the autosave.

Additional note: when I proceeded to the next turn and scheduled the frog mission first my attempt to schedule an X15 mission had the same error, 4 FC required, not enough available.

Looks like from the changelog that this might be covered in the next version 0.7.0.3
