Sweeping and Order of Naval Battle

Hi,
The attacker attacks first during a naval combat. Expect that submarine always attacks first.
(Or was it that _only_ an ambusing submarine gets to attack first?)
Does the "submarine attacks first" rule still hold true in GS3.0 when the opponent does the sweep action? So when you find a sub with a sweep action who attacks first - the sub or the sweeper?
Maybe a minor detail to some but it makes a difference in circumstances when you want to minimize damage to your surface ship.
