New Editor for v3.0?

Got a quick question. CEAW has a different scenario file name. Is there an editor that is compatible with v3.0? Would like to tweak a few area's. Like more advanced radar for UK and other such items...

There is a GS 3.0 editor, but it's not available to the public.
You don't need the editor to change starting tech levels. Change the file research_progress.txt in the data folder.
