What does the second bullet point mean? I've read it about 20 times and it still doesn't make sense :)

If you are referring to the one I think you are, there is a diagram explaining it on the sample pages on the Slitherine site.

Seriously, even with the diagram it's a hard sentence to parse. Although one of the few in the rules, I must say.
