If red turns 90 degrees left, its front edge will contact blue. Is this a permitted move?

The BG in question does not meet the requirements for moving into contact with enemy battle groups during the maneuver phase listed in section 10-8 (p 82). In order to do so it would either need to be in front corner contact with a base which is not fighting to its front, which would permit the moving BG to shift one base width into full frontal contact, or in side edge contact with the enemy side edge which would permit a 90 degree turn. Neither requirement is met, so what you propose would be an illegal move.

Well I think turning 90 degrees is a legal move. The point is it does not establish 'legal contact' to enable red to participate in melee with blue. :(

If the Blue BG were not in contact it would shift to allow the turn, as it cannot shift the turn is cancelled. It's Page 8-8 in the electronic version in the section "Turns Blocked by Enemy".

To my eye blue is not behind red so red has the space to turn 90 degrees without blue being in the way.

No, but as you cant move into contact with your front edge in the manouvre phase (other than when turning from a side contact position which this is not) blue would be physically preventing the turn, so would shift if allowed, otherwise the turn is cancelled.
