Server Connection Issues (A class bug, Non crit, random)

Issue: Connection Problems with Server
Reproducible: random - majority of tries failed connection
Time observed: Friday and Saturday 27-28 Sept. (game bought Friday 27 Sept so no comparison before Friday 27 Sept)
STEPS:
1) Started Game - Logged onto MP - always reached login page - always reached active games list (no issues observed in these steps)
2) Sometimes no current matches observed although match saving was present - refresh solved this issue - partially needing multiple tries
3) after selecting match sporadically observed "unable to connect to server" issues - retried multiple times while changing and adjusting my computer system
4) always achieved match download and start after multiple amount of tries with a maximum of about 10 or so (while configuring system)
5) received email notification "Slitherine PBEM++ Server Message Panzer Corps: We noticed you have downloaded some turns multiple times. If you are having any technical issues please report them at www.slitherine.com/forum"
Steps undertaken to solve/mitigate issue - in this order:
- Reset IE9 settings via "reset option" of IE
- Checked that no proxy was set for internet connection
- Released and refreshed dynamic IP
- Disabled Windows7 Firewall
- Set Windows Firewall rules to allow all traffic to/from game
- Provided PC with static IP
- Disabled Router Firewall
- Put PC into Router DMZ
EFFECT: Observed no noticeable difference to issue randomness and behavior
SYSTEM: Windows 7 Home Premium SP1, 64bit, 8 gig ram, DELL N5110 Core i7 2630 QM
INTERNET: 30mbit DSL Flat with Fastpath activated (5-6 ms to ISP server in town)
Comparison: World of Tanks, War Thunder, Lord of the Rings Online, Silent Hunter Online all working flawlessly on same setup and connection
