    Due to major changes in power modifiers and AI behavior, militaristic testing is very welcome.

    Added:
    * New menu background.
    * New reporter image.
    * Added timeline to the Compendium.

    Changed:
    * Improved AI to better utilize more advanced techs.
    * Improved AI to better counter enemy troop compositions.
    * Improved AI citizen allocation.
    * Improved pathfinder.
    * Slightly increased difficulty to share maps.
    * Changed how unit power and cost modifiers are applied. This will result in higher power and cost when coming from multiple positive sources (e.g. weapon, armor, device, advancement), but at the same give negative modifiers the intended effect (e.g. with artillery).
    * Operation damage is now calculated similarly to regular battles; defense buildings increase unit and population power against operations.
    * Changed artillery -50% when defending to -75% when attacking.
    * Nerfed bombardment from 2 to 1 damage.
    * Converted aliens now have a 25% chance to die every turn after the 12th.
    * A player is now eliminated only after he loses all units, not just cities.
    * Taking a city back in 5 turns will negate morale from takeover.
    * Population is no longer killed when a city is taken over.
    * Credits buildings now have 0 upkeep.
    * Refitting a unit can now give you credits back.
    * Moved alien aggression advancement to the colonization era.
    * Events button is now last in the bottom bar.
    * Ending the turn no longer clears all queued reports and dialogue requests. To close all queued reports or dialogue requests ctrl+click the close button.
    * Report and dialogue panels are no longer interactive while fading.
    * Miscellaneous UI improvements.

    Fixed:
    * Hopefully fixed a crash that could occur when ending the turn.
    * Fixed transport not keeping given defend orders.
    * Fixed unit dying from embarking when very low on health.
    * Fixed mouse drag scrolling acting up when a report or dialogue panel pops up.
    * Fixed victory near news reports referring to incorrect factions when the player nears a victory.
    * Fixed producing unit designs not being colored in the city overlay.
    * Fixed user language data not overrides game language data.
    * Direct the NVIDIA Optimus driver to use High Performance Graphics.

As far as I can tell, this now works properly on Windows 7.
Setting the nvidia driver to 'Auto Selection', the game was properly launched with the higher frames rate assoicated with the high performance gfx card. Whereas before with such settings the game used only the low specs gfx controller.

edit: I haven't yet suceeded in running the game at high frames rate on Linux.
